Is the Load Factor Limit for an A/C based off current GWT or max allowable GWT?

If a normal category aircraft is rated for 3.8 g, and its max allowable GWT is 2000 lbs, does that mean it is rated up to 3.8 times 2000 or is it 3.8 times the current GWT [link]
