Why didn't most F-104 variants get an RWR despite it's big amount of users?

F-104 had only gotten a proper RWR with the Canadian Airforce (CF-104) and some limited US use during the Vietnam War (F-104C) but why didn't F-104G or a later F-104S get a proper RWR despite their big amounts and long service? While German F-104G's did
